A tester not shipped yet badge means that stage's companion hardened-tester UI hasn't landed — this is not a health check, and there is no health polling on this page. tcsinger has its own nav tab and bench but no entry here: it is the backing voice model called by the synthesis stage, not one of the 8 canonical pipeline stages (the contract's StageName), so it is not a separately-registered service.
